FEMA's Building Performance Assessment Teams - The Federal Emergency Management Agency's Building Performance
Assessment Team (BPAT) Program, part of FEMA's national mitigation
effort, is operated by a consulting
engineering firm under contract to FEMA. The program employs federal,
state, and local officials, and private-sector specialists from many
fields to study building performance in response to natural and
human-caused hazards. BPAT objectives are to inspect buildings and
infrastructure; conduct forensic engineering analyses to determine
causes of structural failure and success; and recommend actions that
state and local governments, the construction industry, and building
code organizations can take to reduce future damage and protect lives
and property in hazard areas.
