U.S. Department of Health and Human Services, Office of Emergency Preparedness (OEP) - The U.S. Department of Health and Human Services (HHS) Office of
Emergency Preparedness (OEP) has responsibility for managing and
coordinating federal health, medical, and health-related social
services and recovery to major emergencies and federally declared
disasters. Working in partnership with the Federal Emergency
Management Agency (FEMA) and other federal agencies, OEP serves as the
lead agency for health and medical services within the Federal
Response Plan. OEP also directs and manages the National Disaster
Medical System (NDMS) - a cooperative asset-sharing partnership among
HHS, the Department of Defense, the Department of Veterans Affairs,
FEMA, state and local governments, private businesses, and civilian
volunteers. The OEP Web site provides background information about the
